Vladislav Shestakov participated in the Global Regulatory Conclave 2025 in India
New-Delhi, 04 September 2025 – Vladislav Shestakov, Director of the Federal State Institution, State Institute of Drugs and Good Practices, delivered a presentation at the Global Regulatory Conclave 2025, held as part of iPHEX (International Pharmaceutical & Healthcare Exhibition) in India.
In his presentation, he noted that professional ethics and reliance should always remain at the heart of pharmaceutical industry regulation:
“The GMP philosophy is not just a set of rules and procedures. This is the fundamental basis of our work, moral responsibility towards society and each individual. Pharmaceutical manufacturing must not only be profit-driven – it is a socially responsible activity aimed at making people healthy. Thus, professional reliance lies in the core notion of collaboration.”
Vladislav Shestakov focused on the globalization of pharma market, regulatory harmonization and building professional reliance between the regulatory authorities of different countries.
Among the key collaboration areas, he listed the following:
- convergenceand mutual recognition of regulations;
- conduct of jointinspections and trainings;
- development of expertcooperation on topical issues, including innovations in pharma industry.
“Liaison and cooperation between the regulatory authorities leads to increased availability of high-quality, safe and effective medicinal products and, at the same time, to increased transparency of regulatory mechanisms. Joint projects, strengthening of professional cooperation, and discussions between the regulatory authorities via open communication platforms are the foundations for ensuring patient safety both in Russia and around the world,” emphasized Vladislav Shestakov.
Concluding his speech, Vladislav Shestakov shared about the activities of the International Forum of Pharmaceutical Inspectorates (IFPI), which will be held on November 24-25, 2025 in Abu Dhabi. He mentioned that the initiative to launch this platform for communication between the GMP inspectors from the regulatory authorities of different countries was first announced in India at the Global Regulatory Conclave in 2022.
The first International Forum of Pharmaceutical Inspectorates was held in Dubai in 2024, bringing together GMP experts from the regulatory authorities of 36 countries. After the Forum, the working groups were initiated on the following themes: Requirements for the production of sterile products, Inspector qualification and training and Inspectorate Quality System. Currently, 19 countries, including Russia, are involved in joint work.
Vladislav Shestakov invited colleagues from India and other countries to join the International Forum of Pharmaceutical Inspectorates and contribute to the development of global cooperation between the inspectorates. The presentation was welcomed gaining the live and positive response from the audience.
